R\u00e9unis en sommet \u00e0 Manille les 5 et 6 ao\u00fbt pour les 50 ans de l&rsquo;ASEAN, les ministres des affaires \u00e9trang\u00e8res des pays d&rsquo;Asie du Sud-Est doivent se mettre d&rsquo;accord officiellement sur un code de conduite en mer de Chine du Sud. Enfin un espoir de pacification dans cette zone maritime si explosive ? Si l\u2019ASEAN plie devant les exigences chinoises, le code pourrait d\u00e9boucher sur le m\u00eame \u00e9chec que l\u2019accord de 2002.\t<\/div>\n<\/div>\n<div class=\"container\">\n\t<div class=\"text\" itemprop=\"articleBody\">\n\t\tC&rsquo;est d\u00e9j\u00e0 fait. Les gouvernements des \u00c9tats-membres de l&rsquo;ASEAN se seraient officieusement mis d&rsquo;accord sur un code de conduite en mer de Chine m\u00e9ridionale. Ne reste plus qu&rsquo;\u00e0 le dire officiellement ce dimanche 6 ao\u00fbt \u00e0 Manille o\u00f9 les chefs de la diplomatie se r\u00e9unissent pour marquer les 50 ans de la cr\u00e9ation de l&rsquo;Association. Loin d&rsquo;\u00eatre une nouveaut\u00e9, en quoi va consister ce \u00ab\u00a0code conduite\u00a0\u00bb, et en quoi est-il important ? C&rsquo;est la question pos\u00e9e par le <a href=\"http:\/\/www.scmp.com\/news\/china\/diplomacy-defence\/article\/2105190\/what-south-china-sea-code-conduct-and-why-does-it\" target=\"_blank\"><em>South China Morning Post<\/em><\/a> ce jeudi 3 ao\u00fbt. Le d\u00e9tail du texte n\u2019est pas encore connu du public. Mais selon le quotidien hongkongais, il s&rsquo;agit d&rsquo;un <em>\u00ab\u00a0ensemble de normes pour guider la conduite des diff\u00e9rents pays et promouvoir la coop\u00e9ration maritime en mer de Chine du Sud\u00a0\u00bb.<\/em> L\u2019\u00e9criture d\u2019un tel code est envisag\u00e9e depuis 2002, mais elle peine \u00e0 se concr\u00e9tiser. C\u2019est pourquoi la r\u00e9union de ce dimanche est pr\u00e9sent\u00e9e comme l&rsquo;accouchement tant attendu.\t<\/div>\n<\/div>\n\n<div class=\"container\">\n\t<div class=\"text\" itemprop=\"articleBody\">\n\t\tPour les pays de l\u2019ASEAN, il s\u2019agit surtout de mettre en place un pacte de non-agression entre eux mais surtout avec la Chine. Ainsi esp\u00e8rent-ils que les revendications concurrentes ne se transforment plus en conflits. Pas de pol\u00e9mique ni d&rsquo;accusation contre P\u00e9kin, l&rsquo;heure est \u00e0 l&rsquo;attitude \u00ab\u00a0diplomatique\u00a0\u00bb avec la puissance chinoise. Mais aux yeux des Etats-membres de l&rsquo;ASEAN, l\u2019enjeu de ce code est la <em>\u00ab\u00a0retenue\u00a0\u00bb<\/em> et l\u2019arr\u00eat des <em>\u00ab\u00a0actions unilat\u00e9rales\u00a0\u00bb,<\/em> rapporte l\u2019<a href=\"http:\/\/globalnation.inquirer.net\/159273\/asean-seek-nonagression-pact-china\" target=\"_blank\"><em>Inquirer<\/em><\/a>. Une allusion directe \u00e0 la politique du fait accompli men\u00e9e par la Chine dans la r\u00e9gion, elle qui pold\u00e9rise des \u00eelots rocheux disput\u00e9s pour en faire des \u00eeles \u00e0 usage militaire et agrandir ainsi sa zone \u00e9conomique exclusive. C&rsquo;est exactement ce que les pays du Sud-Est asiatique souhaitent emp\u00eacher \u00e0 travers ce code, qui dans version provisoire r\u00e9affirme <em>\u00ab\u00a0l\u2019importance de maintenir la paix, la stabilit\u00e9, la s\u00e9curit\u00e9 et la libert\u00e9 de navigation\u00a0\u00bb.<\/em>\t<\/div>\n<\/div>\n\n<div class=\"container\">\n\t<div class=\"text\" itemprop=\"articleBody\">\n\t\tSi le texte n\u2019est pas l\u00e9galement contraignant, il est probable que la Chine continue d\u2019avoir une attitude agressive. C\u2019est du moins ce que sugg\u00e8re l\u2019universitaire Carl Thayer dans le <a href=\"http:\/\/www.straitstimes.com\/asia\/se-asia\/framework-of-south-china-sea-code-skirts-thorny-issues-with-china?xtor=CS3-18\" target=\"_blank\"><em>Straits Times<\/em><\/a> : un accord informel serait \u00ab\u00a0d\u00e9nu\u00e9 de sens\u00a0\u00bb. L\u2019absence de sanctions et de r\u00e8gles strictes avaient ainsi pr\u00e9cipit\u00e9 l\u2019accord informel de 2002 vers l\u2019\u00e9chec. Depuis, les conflits se sont multipli\u00e9s. Pourtant devant la n\u00e9cessit\u00e9 d\u2019agir, le gouvernement philippin se dit ouvert \u00e0 un accord non-contraignant. C&rsquo;est ce qu&rsquo;a laiss\u00e9 entendre son ministre des Affaires \u00e9trang\u00e8res Alan Peter Cayetano lors d&rsquo;une conf\u00e9rence de presse cit\u00e9e par <a href=\"http:\/\/www.gmanetwork.com\/news\/news\/nation\/620479\/south-china-sea-code-of-conduct-framework-quiet-on-issues-china-resents\/story\" target=\"_blank\"><em>GMA News Online<\/em><\/a>. <em>\u00ab\u00a0Nous poussons pour que le texte ait soit l\u00e9galement contraignant, mais nous restons aussi ouverts \u00e0 tout ce qui pourra nous faire avancer. Car si nous retournons en arri\u00e8re, nous aurons l&rsquo;instabilit\u00e9.
