Et avec lui, une hausse de la consommation d&rsquo;\u00e9lectricit\u00e9 qui s&rsquo;accompagne bien souvent d&rsquo;une augmentation de la pollution dans les villes de la Chine du Nord. En grande partie car cette \u00e9lectricit\u00e9 est produite par des centrales thermiques au charbon. Les citadins ne sont pas les seuls \u00e0 subir cette pollution car elle frappe aussi &#8211; et plus durement peut-\u00eatre &#8211; les mineurs qui voient les accidents se multiplier. En effet, pour r\u00e9pondre \u00e0 la demande croissante, tous les moyens sont bons, rappelle le <em><a href=\"http:\/\/www.scmp.com\/news\/hong-kong\/economy\/article\/2046547\/how-chinas-bid-curb-coal-output-has-encouraged-production\" target=\"_blank\">South China Morning Post<\/a><\/em> ce mercredi 16 novembre.\t<\/div>\n<\/div>\n<div class=\"container\">\n\t<div class=\"text\" itemprop=\"articleBody\">\n\t\tLe gouvernement central avait pourtant laiss\u00e9 entendre qu&rsquo;il souhaitait r\u00e9duire la production de charbon, et donc la place de l&rsquo;industrie lourde dans le d\u00e9veloppement du pays au profit des hautes technologies. Mais ces politiques de restriction ont produit l&rsquo;effet inverse : la Chine conna\u00eet actuellement une p\u00e9nurie de carburant et donc logiquement une hausse des prix conduisant \u00e0 une hausse de la production du noir combustible. \n<p>Selon des experts cit\u00e9s par le quotidien hongkongais, cette situation ne fait que refl\u00e9ter la contradiction inh\u00e9rente existante entre la planification \u00e9tatique et l&rsquo;\u00e9conomie de march\u00e9. Ainsi, bien que ce soit P\u00e9kin qui d\u00e9cide des jours d&rsquo;ouverture &#8211; et donc de production &#8211; des immenses mines de charbon du Nord-Est, le gouvernement se retrouve trop souvent \u00e0 contre-courant, contraint \u00e0 encourager la production lorsque la demande est faible ou \u00e0 fermer les vannes lorsque la demande reprend. Face \u00e0 cette situation, Larry Hu, l&rsquo;\u00e9conomiste en chef de la Chine chez <em>Macquarie Securities<\/em> fait remarquer que <em>\u00ab\u00a0la NDRC [l&rsquo;agence nationale qui s&rsquo;occupe notamment de la planification, NDLR] travaille vainement \u00e0 accomplir deux objectifs diam\u00e9tralement oppos\u00e9s\u00a0\u00bb.<\/em><\/p>\n<p>En effet, si les autorit\u00e9s centrales peuvent se f\u00e9liciter d&rsquo;avoir fait fermer plus de 1 600 mines au cours des neuf premiers mois de l&rsquo;ann\u00e9e 2016, ces fermetures ont conduit \u00e0 une tr\u00e8s nette augmentation du prix du charbon. Ce qui a encourag\u00e9 les propri\u00e9taires de mines priv\u00e9es \u00e0 rouvrir des fosses &#8211; parfois en toute ill\u00e9galit\u00e9 -, \u00e0 creuser plus profond et plus vite pour profiter de cette hausse des prix, et \u00e0 r\u00e9pondre ainsi aux besoins \u00e9nerg\u00e9tiques du pays \u00e0 l&rsquo;approche de l&rsquo;hiver. <\/p>\n<p>Or, cette politique a un <em>\u00ab\u00a0co\u00fbt humain\u00a0\u00bb,<\/em> pr\u00e9vient le <em>South China Morning Post<\/em> qui d\u00e9taille les accidents miniers de ces derniers mois jusqu&rsquo;au dernier en date il y a deux semaines pr\u00e8s de Chongqing qui provoqua la mort de 33 mineurs. Sans compter les atteintes \u00e0 l&rsquo;environnement, comme le pr\u00e9cise le quotidien officiel <em><a href=\"http:\/\/www.globaltimes.cn\/content\/1018216.shtml\" target=\"_blank\">Global Times,<\/a><\/em> qui liste les diff\u00e9rents probl\u00e8mes soulev\u00e9s lors de la derni\u00e8re tourn\u00e9e des inspecteurs environnementaux envoy\u00e9s par P\u00e9kin aux quatre coins du pays. Il en ressort ainsi <em>\u00ab\u00a0un manque des contr\u00f4le concernant la lutte contre la pollution, contre les constructions ill\u00e9gales dans les r\u00e9serves naturelles ou \u00e0 propos de la gestion des ordures m\u00e9nag\u00e8res\u00a0\u00bb,<\/em> selon les conclusions du premier rapport concernant la situation dans la province nordique du Heilongjiang.<\/p>\n<p>La pollution qui touche les grandes villes de Chine est en effet un sujet crucial pour la \u00ab\u00a0stabilit\u00e9 sociale\u00a0\u00bb et les municipalit\u00e9s doivent parfois prendre des mesures drastiques pour prot\u00e9ger la sant\u00e9 des habitants. C&rsquo;est par exemple le cas de la capitale qui lance aujourd&rsquo;hui, mercredi 16 novembre, <em>\u00ab\u00a0une alerte orange\u00a0\u00bb<\/em> du fait de la forte pollution de l&rsquo;air, selon <em><a href=\"http:\/\/www.china.org.cn\/china\/2016-11\/16\/content_39716177.htm\" target=\"_blank\">China.org<\/a><\/em>. A ce titre, toutes les activit\u00e9s scolaires ext\u00e9rieures sont annul\u00e9es et tous les projets de construction suspendus jusqu&rsquo;\u00e0 nouvel ordre.
